赞同此观点。标准中讲开关寿命是指CYCLE循环（开和关一次叫一个循环）。

操作operation
动触头从一个位置转换到相邻位置。(IEV 441-16-01)

OPERATING CYCLE: Succession of OPERATIONS from one position to another and back to the firstposition through all other positions, if any. [IEV 441-16-02]
操作循环operation cycle
相继从一个位置到另一个位置，再经过所有其他位置（如有）返回到初始位置的连续操作。(IEV441-16-02)

今天看UL标准有一句话：
A controller employing a disconnect switch or mechanism, used to interrupt the magnetizing current
of the control transformer, shall be subjected to 25 close-open operations of the disconnect device with
the transformer connected in the intended manner.

应该说operation 仅指其中一个过程(open or close) 所以标准才会说close-open operations.
