我认为不算,那是防雷击的.测试瞬态电压时需要把它们断开.

IEC60664 第2.2.2.1.1里有相应的定义. 大家可以看看。
-equipment of overvoltage category IV is for use at the orgin of the installation.
- equipment of overvoltage category III is equipment in fixed installations and for cases where is reliability and the availability of the equipment is subject to specialrequirments.
Note: examples of such equipment are switches in the fixed installation and equipment for industrial use with permanent connection to the fixed installation.
- equipment of overvoltage category II is erergy-consuming equipment to be supplied from the fixed installation.
Note examples of such equipment are appliances, portable tools and other household and similar loads.
If such equipment is subjected to special requirments with regard toi reliability and availability, overvoltage category III applies.
-equipment of overvoltage category I is equipment for connection to circuits in which measures are taken to limit transient overvoltages to an appropriately low level.

当然也有一些特殊的SPD可以把overvoltage category降低。我就做过一款产品里面就有用到一个SPD（由于公司机密这个东西不方便告诉大家），那个东西可以把overvoltage category由IV 降为II的

建议再详细看看950的标准要求,天电的干扰是不考虑的.那自然防雷电的器件就要在测试中断开
