The rated (V1) and the minimum (Vmin) voltages as declared by the ballast manufacturer are2 `) t2 j. m P4 o
retained for the EBLF measurement. In this case the Vmin value is taken to be 0,85 times the
. H/ ~0 R! y" G, g7 grated voltage (V1) unless specifically advised of a different value by the control gear9 G% U/ L* B6 [8 _+ I3 q

NOTE The value of 0,85 times rated voltage is selected to provide consistency with IEC 60598-2-22:1997, Clause/ V9 N5 Z7 @$ {0 i( g6 [) N

Measurement of EBLF shall be made at 25 °C, using a lamp of the appropriate type and+ h; p6 C, i% [
having not been lit for 24 , first at V1 after 5 s and 60 s of the application of the d.c. voltage,9 y r* a1 B/ u: C
then in steady conditions at Vmin.
# t: [, d8 f' v1 O* _/ ?The lowest value of the values measured at 60 s and V1 or in steady conditions at Vmin shall2 U; |' B9 `& ?, d5 p
be retained and shall reach at least the declared EBLF.0 Y& q7 w& W6 Y7 W" Y4 [ H
The value measured at 5 s and V1 shall reach at least 50 % of declared EBLF.9 E6 A0 K6 o; q8 h- E5 b) }
NOTE Replace 60 s by 0,5 s for ballasts declared for use in luminaires for high-risk task area lighting.

Any test circuit corresponding to that of Figure 1 can be used to make the measurement of EBLF. The luminous flux of a lamp is usually measured with an integrating photometer. For ratio measurements of luminous fluxes, a suitable illuminance meter is sufficient as there is a close relationship between luminous flux and illumination at a fixed point.( Y+ o& a& c7 p3 r7 E
NOTE Other methods may apply for determining EBLF in particular methods which record permanently the luminous flux of the lamp associated to the ballast under test., p/ y* x7 Y; h: r! I
