美國加州於1986年開始實施「安全飲用水及有毒物質法案」 (The Safe Drinking Water and Toxic Enforcement Act)，又稱為加州65法案，主要是推廣安全、乾淨的飲用水，並促使消費性產品不含會導致癌症或畸形兒的有毒物質。法規精神為：「從事商業行為的任何人，不得將危害物質於未經告示下販售給消費者。」

& Z2 h3 o7 ?4 p6 @" U0 R1 s2 [California Prop 65 affects all products sold or distributed in California, including: Toys, Clothing, Cosmetics, jewellery, Electrical devices, Wires & Cables, etc.

9 }6 {# F) ~- k3 tFirms doing business in California and exposing individuals to chemicals “known to the State” to cause cancer, birth defects or reproductive toxicity must:

(1) Provide clear and reasonable warning4 x3 r- c; e( {
(2) Do not discharge listed chemicals into drinking water* r8 z" c, l7 D. N1 B; i

警告標識內容要求:

) l3 H( N" N# ^) G i0 I; }(1) A warning must be given for listed chemicals unless exposure is low enough to pose no significant risk.5 c& ?/ ?) U) s: A" Y, U
(2) Warning labelling is required if the product does not meet the requirements of Proposition 65.) s/ f8 M( S+ h4 Z
(3) The warning message must clearly communicate that the chemical in question is known to the State (California) to cause adverse effects. |
