6 Q4 s& L( D" u: E% _美國加州於1986年開始實施「安全飲用水及有毒物質法案」 (The Safe Drinking Water and Toxic Enforcement Act)，又稱為加州65法案，主要是推廣安全、乾淨的飲用水，並促使消費性產品不含會導致癌症或畸形兒的有毒物質。法規精神為：「從事商業行為的任何人，不得將危害物質於未經告示下販售給消費者。」& ?( }' }/ b5 a& V5 o

影響範圍:
3 _2 u8 V, x" a; g q. l0 P) [California Prop 65 affects all products sold or distributed in California, including: Toys, Clothing, Cosmetics, jewellery, Electrical devices, Wires & Cables, etc.

要求:
- O: X( ^2 ^7 k$ ]$ I5 W8 ?Firms doing business in California and exposing individuals to chemicals “known to the State” to cause cancer, birth defects or reproductive toxicity must:

- P% y4 t8 C2 ^! o. E(1) Provide clear and reasonable warning
, w9 V% n9 L8 V; U(2) Do not discharge listed chemicals into drinking water' R' `2 @2 L6 w( f4 ~

警告標識內容要求:% r; j% w7 g* `+ a
7 e3 K. f# v/ r$ l
(1) A warning must be given for listed chemicals unless exposure is low enough to pose no significant risk." q/ T4 b6 Q& ~) x& Z2 l
(2) Warning labelling is required if the product does not meet the requirements of Proposition 65.6 P% @( s: X+ t( q2 Y, y- b
(3) The warning message must clearly communicate that the chemical in question is known to the State (California) to cause adverse effects. |
