美國加州第65號法案(California Proposition 65)

美國加州於1986年開始實施「安全飲用水及有毒物質法案」 (The Safe Drinking Water and Toxic Enforcement Act)，又稱為加州65法案，主要是推廣安全、乾淨的飲用水，並促使消費性產品不含會導致癌症或畸形兒的有毒物質。法規精神為：「從事商業行為的任何人，不得將危害物質於未經告示下販售給消費者。」

影響範圍:
* M8 t l6 i7 x$ VCalifornia Prop 65 affects all products sold or distributed in California, including: Toys, Clothing, Cosmetics, jewellery, Electrical devices, Wires & Cables, etc.( N# f0 C( y) J9 ^9 D8 d

要求:
1 Y$ h0 n3 f9 K3 ]+ F9 yFirms doing business in California and exposing individuals to chemicals “known to the State” to cause cancer, birth defects or reproductive toxicity must: v1 m- t" V9 J1 M" d; L# g1 J
, E* K- f' w' a" e' [(1) Provide clear and reasonable warning0 N3 c8 _2 i' O: A" r) G% E& K5 [
(2) Do not discharge listed chemicals into drinking water% k3 q8 x9 b0 M+ Q) u

8 C: y# O' C5 z% \8 t! Q(1) A warning must be given for listed chemicals unless exposure is low enough to pose no significant risk.
. p: t8 g8 j& f(2) Warning labelling is required if the product does not meet the requirements of Proposition 65.
; Q ]- z9 w" }# _, i(3) The warning message must clearly communicate that the chemical in question is known to the State (California) to cause adverse effects. |
