我觉得反推不一定正确。并且这段话出现在table 3中，我的理解只适合温升。并且适用于把手和手柄之类的metal.在table 3中"metal"共出现两次。Surfaces of handles, knobs, grips and similar parts which are continuously held in normal use

Metal foil 是一定要的,这是模拟用户的手掌的接触面积.按照II类电器:0.25mA, 3000V.弱弱的问一下,加热水的器具怎样做成II类的?

首先，如果是二类器具，那么可接触外壳需符合双重绝缘或加强绝缘（绝缘漆恐怕厚度不够），绝缘厚度要求如下：
29.3.1 The thickness of the insulation shall be at least
– 1 mm for supplementary insulation;
  S: \* F4 C' J% G/ w) T) l6 U– 2 mm for reinforced insulation.

8 n3 h& a9 D! e, ]作为coating,很少能达到1mm的厚度的,这得多高的成本啊, 还不如直接在外面套一层绝缘材料了.

我也有这个疑问,加热水的器具怎么能做成二类器具呢?

金属外壳外面的绝缘漆不能当作绝缘看，所以还是按照II类器具来测试的
