the Consumer Product Safety Act

Commission is staying certain of the
* V# B3 [; z# i3 S/ d, ^- ` drequirements of paragraphs 14(a)(1), (2),
$ L0 |" [0 Y, Eand (3) that otherwise require testing
+ F" L1 X+ I: h& aand issuance of certificates of& w; Q) `9 o3 P/ Y% l6 F
compliance by manufacturers, including# j# }9 J/ b1 o/ s3 K& e) k- E
importers, of products subject to an/ Q6 q% P8 o1 {4 w# N% v
applicable consumer product safety rule2 H( e+ f& Z. W* Q2 r
as defined in the CPSA or similar rule,

This stay covers all such requirements

certification was required by subsection1 [- Q# A& e; W2 A) G
14(a) of the CPSA prior to enactment of y8 T9 `: @7 u4 v3 D! ~/ s6 x; x
the CPSIA; and+ a5 M* e, F" \# s& q
(2) Those requirements, when they

testing for which the Commission has

accreditation of third party testing

• Full-size and non-full size cribs and
9 l8 p' x0 T" F& P- d5 u/ ppacifiers (effective for products

• Small parts (effective for products$ c; s, i' y& N( V, _8 }$ E
manufactured after February 15, 2009),

metal jewelry (effective for products

(5) The certifications of compliance

the CPSA which were added by CPSIA;: z. m- |# T4 ?$ o4 N1 ^
and
! z% x+ v3 @+ L0 ]8 V! x% z(6) Any voluntary guarantees2 z$ L B U, O4 F+ S3 r
provided for in the Flammable Fabrics/ k ]2 z( n C/ _
Act (‘‘FFA’’) or otherwise (to the extent
$ H( R$ W6 `9 d' n( y! R6 _a guarantor wishes to issue one).
5 E; c- {) g" N# L6 \" DThis stay will remain in effect until( L5 @( |. \( M) M) ^3 ]
February 10, 2010, at which time the
/ h! d# Z, w& j4 N: ~) fCommission will vote to terminate the
, }% e2 r) t5 c4 cstay. This stay does not alter or
) t. h% i/ U7 p0 { |postpone the requirement that all
+ i" b' x3 A' F4 X: d( J4 ~/ [products meet applicable consumer; s% _1 x/ n* l/ J. A7 B
product safety rules as defined in the( Z& x$ \- M* ?' j/ _: A" @
CPSA or similar rules, bans, standards,
