已经对String做出了一个定义。

而在5.1 中
The requirements in 5.1 do not apply to the following:
- paper, fabric, elastics, yarn, strings and fuzz;
已经将String作为排除项了。

楼主所说的胡须是由纤维组成的胡须，符合3.8中String的定义，所以拉脱后应该不能判定为Small Part。

注意string的定义：long slender flexible material usually con-sisting of several strands (as of thread or yarn) woven or
twisted together, usually used to bind, fasten, tether, or tie. This does not include string when used, for example, for hair on a doll.
