0.4mm的套管。。。。
电源产品变压器的套管一般都只做基本绝缘要求，所以不会有0.4mm的要求。

本贴讨论的是爬电距离问题。

对60065不怎么了解，但觉得这里应该说的是用两层的固体绝缘实现Double绝缘的状况。

如果套管材料是teflon tube , 聚四氟乙烯PTFE只要求厚度0.24即可满足条款8.9中的要求,在8.9中, 聚氯乙烯0.4MM和聚四氟乙烯PTFE只要求厚度0.24等效,
但标准没有明确的说明在8.8中的该值也等效果!如果可以这样考虑的话,那么0.24是不是也可以满足加强绝缘要求

我认为套管并不需要符合0.4mm厚度的要求
一二次侧间需符合D/I=B/I+S/I
你可以将Margin Tape (3.2mm)当作S/I，只要符合距离、Hi-Pot及厚度等要求(其厚度可以用Margin Tape的宽度来判，所以随便都大于0.4mm)
套管部分当作B/I，只要符合距离及Hi-Pot，并不需要考虑厚度问题
不管是95 or 65的标准，也都只要求B/I nor S/I其中一个的厚度需大于0.4mm即可

且實務上，也從未被要求套管需大於0.4mm的厚度
可以告知是哪一個發證機構所做的要求嗎？

insulation
(double insulation) between the primary winding and secondary winding,
additional insulation namely supplementary insulation (requirement same
as
basic insulation) should be provided between the primary winding and that
tubing's surface. It means that the creepage distance between the primary
winding and that tubing's surface should be kept at least of 2.5mm.
However,
only 2.2mm measured at your sample.

电气间隙和绝缘厚度是两码事，电气间隙和爬电距离都是算在空气中路程。加了套管通常就能满足楼主绿色箭头表示的电气间隙，但一般更容易忽略的是，一个绕组通过空气和铁心（通常测量这种开关电源变压器时，铁心已经给破坏了）到达另一绕组的电气间隙，如果线圈绕得贴近骨架上缘的话，容易出现这种不合格现象。
