It has come to our attention that CB Test Certificates have been issued to test/certify "Self Ballasted lamps with LEDs" using the IEC Standard 60968 "Self-ballasted lamps for general lighting services" ! 5 R8 M' I2 d% W' }. b ~# N+ b
2 U/ K6 [9 a- f( `& K, cIEC 60968 is not covering Light-emitting diodes (LEDs) and therefore we wonder how the safety aspects of the light emitting diodes have been covered by using such standard. + A- U v# L# x! j- }* R
0 |( ]% H! |; C; QIt is pointed out that TC 76 is actually developing an IEC/TR (Technical Report) IEC/TR 62471-2 Ed.1: Photobiological safety of lamps and lamp systems - Part 2: Guidance on manufacturing requirements relating to non-laser optical radiation safety.
+ P! E$ \% _% J7 LThis Draft, IEC/TR 62471-2, is under voting process until April 3, 2009 under the reference 76/396/DTR, which means by the end of next week. The only comments that have been provided as of today to the DTR are of editing/clarification nature. Its final publication is expected for June 2009.

1 x& @3 p. `. ?If by the 3rd of April, it is confirmed that 76/396/DTR is acceptable to the IEC NCs, the IECEE CMC could be requested to immediately use such DTR whilst awaiting the publication of the IEC/TR 62471-2 B& m8 G( a+ w/ _; J; k

Therefore, whilst awaiting the outcome of the voting of 76/396/DTR and until further notice by the IECEE Secretariat, you are not entitled to issue CB Test Certificates for Self Ballasted LED Lamps.

$ d c: z+ H$ K) rFor those NCBs that might have issued CB Test Certificates for SELF-BALLASTED LED Lamps based on IEC 60968 and/or any IEC standard such as IEC 60598-1, IEC 60825-1 etc, you are requested to recall such CB Test Certificate! |
