0 ^; |8 K" H4 ~8 Z* z( E; ?It has come to our attention that CB Test Certificates have been issued to test/certify "Self Ballasted lamps with LEDs" using the IEC Standard 60968 "Self-ballasted lamps for general lighting services" !

; |. {8 [; k1 t: T! ?IEC 60968 is not covering Light-emitting diodes (LEDs) and therefore we wonder how the safety aspects of the light emitting diodes have been covered by using such standard. 0 [* Z- C) e2 a) C+ D
9 R+ z6 v$ f; f) QIt is pointed out that TC 76 is actually developing an IEC/TR (Technical Report) IEC/TR 62471-2 Ed.1: Photobiological safety of lamps and lamp systems - Part 2: Guidance on manufacturing requirements relating to non-laser optical radiation safety.
1 [2 g' A5 z; a: `This Draft, IEC/TR 62471-2, is under voting process until April 3, 2009 under the reference 76/396/DTR, which means by the end of next week. The only comments that have been provided as of today to the DTR are of editing/clarification nature. Its final publication is expected for June 2009.

If by the 3rd of April, it is confirmed that 76/396/DTR is acceptable to the IEC NCs, the IECEE CMC could be requested to immediately use such DTR whilst awaiting the publication of the IEC/TR 62471-2 / k, [5 i( t9 ^* B( p' L3 m
4 \% Z) _2 k7 oTherefore, whilst awaiting the outcome of the voting of 76/396/DTR and until further notice by the IECEE Secretariat, you are not entitled to issue CB Test Certificates for Self Ballasted LED Lamps.

For those NCBs that might have issued CB Test Certificates for SELF-BALLASTED LED Lamps based on IEC 60968 and/or any IEC standard such as IEC 60598-1, IEC 60825-1 etc, you are requested to recall such CB Test Certificate! |
