新版11.7是要加1.06x额定电压做的，旧版3.1.9要求则是按额定电压做。

确实11.7.1和11.7.2明确了了2个因素“period  time period”和“number of cycles”，而在11.7.3中只说了 time period  time period 没有强调number of cycles，目前大家都在纠结，汗~天知道~

新标准只从测试上确定要按虚标的功率进行测试，并没有规定不可以虚标。
