(‘‘CPSA’’) as amended by section 102(a)

$ x/ W6 U2 X) ~6 [Improvement Act of 2008 (‘‘CPSIA’’),8 u$ T% w3 N% V5 @$ g6 |9 Z
Public Law 110–314. Specifically, the
- e" f9 Y9 c9 S M5 _Commission is staying certain of the0 W6 _* U! b( M# ^1 c
requirements of paragraphs 14(a)(1), (2),5 A2 o! W, o7 ^! m& a
and (3) that otherwise require testing! y8 T6 H( A4 I) N2 I
and issuance of certificates of
1 `; \ L0 v; s- M& t' Mcompliance by manufacturers, including
% [) u, |9 }5 p( u9 O% B8 Z. x4 k9 z7 Pimporters, of products subject to an
5 }2 }, d( w* z! H& b6 ~5 Wapplicable consumer product safety rule
+ r; k! p: Y; E' C& M% |as defined in the CPSA or similar rule,
7 Q: k+ t" H: S9 { x0 Y. rban, standard, or regulation under any" g; W ^- o' ?, Y6 k
other Act enforced by the Commission.
) X* M* i; u& G. G# y; V- hThis stay covers all such requirements
' k- J ]# O' l/ ]with the exception of:+ }# O. }8 I2 C+ N( e% W3 \
(1) Those where testing and
6 C4 c5 T* N% H) w5 bcertification was required by subsection
4 `7 E6 n8 Y) C/ W14(a) of the CPSA prior to enactment of# O& g6 h) z+ f, C" C6 Y4 p
the CPSIA; and
6 ~6 N6 {) s7 X) N ~(2) Those requirements, when they
" O3 o1 f6 W# X& obecome effective, applicable to' k- {) X% L4 Z9 [- N- j; c: I
children’s product certifications
) O9 G( q7 s' rrequired to be supported by third party
9 J2 E5 Y8 E, b7 r9 ntesting for which the Commission has
' b3 x3 b+ ^ yissued requirements for acceptance of) s0 t# e* ^1 c- V- }
accreditation of third party testing
: W Z& S: y) n6 j3 f/ u' Zlaboratories to test for:

pacifiers (effective for products

manufactured after February 15, 2009),

• Metal components of children’s A5 _) b. f. E- u, b# W6 u
metal jewelry (effective for products
& `/ n/ A' I( {manufactured after March 23, 2009);

; k; Q- S! U: D; j9 R7 yexpressly required by CPSC regulations;

safety ‘‘rules;’’ and7 `0 ]( M+ j, l
(5) The certifications of compliance/ x5 }( A2 r/ J/ {; G$ ?
required for ATVs in section 42(a)(2) of Q8 e) T1 @( q+ h# Y
the CPSA which were added by CPSIA;

(6) Any voluntary guarantees
% o. R% ^/ S+ a0 o4 x7 C6 Nprovided for in the Flammable Fabrics1 P9 u! v' x% q) F4 B/ S7 ~ d1 N# Y l) Z
Act (‘‘FFA’’) or otherwise (to the extent

February 10, 2010, at which time the
