Improvement Act of 2008 (‘‘CPSIA’’),
5 M/ D8 L2 Z* D8 a$ @Public Law 110–314. Specifically, the
4 ?: j$ Z! B% [) pCommission is staying certain of the
! x0 W1 S: F$ F, p# B" D& F: C8 Orequirements of paragraphs 14(a)(1), (2),
4 J" D# W" f. { tand (3) that otherwise require testing8 h, b( ]2 |' b/ ~* A4 l
and issuance of certificates of
" ^$ p. G" R2 R. ocompliance by manufacturers, including: ^, |2 X& _8 r" \- Z4 {& {
importers, of products subject to an9 _) G' {2 L+ P; V
applicable consumer product safety rule: X$ b2 M8 K& b" A. A4 G0 u, O
as defined in the CPSA or similar rule,$ j7 ~5 L& ]. r
ban, standard, or regulation under any
5 j) E% n# B8 j. _other Act enforced by the Commission.
+ E. V5 {( v) I( w& }, M6 `This stay covers all such requirements. `* N! W9 X3 K, Q$ C Y0 p
with the exception of:* U( t- V& e! ]' x2 ] Q
(1) Those where testing and
& n& P5 }4 y* \/ z* e! fcertification was required by subsection7 N2 A% B- B' q, i- s0 T- Z
14(a) of the CPSA prior to enactment of
1 Q* a. v0 x7 _2 B) ?2 Xthe CPSIA; and
2 R$ \+ K; t$ M+ C(2) Those requirements, when they

pacifiers (effective for products

• Small parts (effective for products) W q' M% O6 ]9 S' C
manufactured after February 15, 2009),

• Metal components of children’s1 H) K z E& E! c
metal jewelry (effective for products
$ r9 N4 P6 a1 d4 y9 ymanufactured after March 23, 2009);

Graeme Baker Pool & Spa Safety Act

safety ‘‘rules;’’ and+ l& m! K6 ~" m& h! x
(5) The certifications of compliance
, v4 f; a( D a/ y) _. G+ H! u: @required for ATVs in section 42(a)(2) of
' D% I7 Q& n1 Z" u, cthe CPSA which were added by CPSIA;2 u9 @* z; M) j! h( L
and1 u+ r- m6 X% K" [* }8 h
(6) Any voluntary guarantees
6 d- ^2 f+ F. N" Eprovided for in the Flammable Fabrics
+ A! f+ F3 k0 |0 XAct (‘‘FFA’’) or otherwise (to the extent
1 Z4 D" f( L9 o/ Q" \a guarantor wishes to issue one).
: q1 ^, v/ n0 A. E. x9 NThis stay will remain in effect until
" a- _0 _. O+ e) ^! A) \February 10, 2010, at which time the y) N, y, I+ b
Commission will vote to terminate the& p" T5 c+ v9 G$ c" @% C
stay. This stay does not alter or1 }- u& [6 D; p5 i- a- U2 t+ v* g
postpone the requirement that all
