Can the insulation of an electrolytic capacitor be regarded as basic insulation? s& U4 v& W1 H3 t

Along the side of the component the plastic insulation will withstand the electric strength test (1500V ac). However on the top and bottom of the capacitor the plastic is stretched / bended around the edge, and the insulation can therefore be mechanically stressed. The question is, can this be accepted as long as the insulation withstand the electric strength test, without any further considerations?

Is it permissible to consider that the outer marking sleeve/insulation of electrolytic capacitors, as meeting the requirements of thin sheet material (EN 60950-1:2006 Sub-clause 2.10.5.6 and EN 60065:2002 Clause 8.8), without taking into account this possible failure mode?( r. [; @: q8 }$ \( `
