There are no definitons such as "high voltage" or "low voltage" according to IEC/EN 60335-1. A circuit which is not isolated from supply mains by a safety isolating transformer or covertor is always considered as dangerous voltage circuit. I thinks the poster want to tell us the distance between mains circuit and circuit at safety extra-low voltage, right? But it's total wrong, we can't get the means.
