* C+ P; Z$ D, H, z公告产品是一种动物立体造型、会发出牛叫声的多士炉，公告的缺陷有三点：
1. 动物造型，并且会发出动物叫声，因而有可能被儿童视为玩具。
+ V1 i' W, x8 m/ s. r( Z2. 电源线没有固定装置。
3. 缺乏适当的安全警告。

分析：
解决第2、3点并不难，关键是第1点。虽然有"this product is not a toy and must be leftunattended in the presence ofchildren"的声明，并不能从本质上消除对儿童存在的潜在危险。对于此类产品，使用警告方式作为防护手段，是有许多前提条件的，并且即使满足这些前提条件，依然存在被某些机构挑战的可能。

因此，在设计卡通、动物等造型的电器产品时，一定要很慎重，除非能够获得公告机构出具的符合性报告作为“护身符”。

如Caballo3157所指，其公告的缺陷1的主要依据似乎来自：
IEC 60335-1:

+ {" }; z" m! W然而，这条经典的条款在实践中的处理并非没有例外。例如，在德国，EK1在200X年年会的会议记录中(似乎是2003年左右，请有会议记录的网有提供更详尽的信息。致谢！)，就同意一款动物造型的鞋抛光机；在国内，则近有容声的“儿童冰箱”（请熟悉3C认证的网友详述其获证情形。致谢！）。更多的，国内外还不乏动物、卡通造型的床头钟、便携式暖手器等。

) p# U0 a5 |# }! U& _其实，本产品即使不采用动物造型，它能发出牛叫声，就足以让产品安全相关的技术人员讨论上一段时间；何况还是一款本身就有功能性危险的产品。

( P+ T) T& ]1 S* z' E对于国内企业，建议是：此类有可能吸引儿童的产品属于国外市场重点严查对象，创新时一定要小心。

该条款在335-1 1991出第三版时还没有，是1999年在该版2号修改件中增加的内容。国内则更晚，在GB4706.1-2005(2006-08-01实施）才出现此要求。所以许多生产企业对此没有意识或者就根本不知道。特别是在此之前会有一些类似产品都不会因此被视做不合格，这更容易引起忽视。
