疑问:
1 个人觉得应该要有个力度要求吧!
建议参照-2-14 20.103，力度不超过5N。
20.103 Hand-held blenders shall incorporate a biased-off switch, its actuating member being positioned in a recess or otherwise guarded to prevent accidental operation.
NOTE This requirement does not apply to hand-held food mixers provided with a blender attachment.
Compliance is checked by applying a cylindrical rod, having a diameter of 40 mm and a hemispherical end, to the actuating member of the switch. The test rod is applied with a force not exceeding 5 N. The appliance shall not operate.

2 一般器具的开关都满足不了这个条款吧. 莫非要锁位开关?
建议使用biased-off switch，或者从结果上使开关不易被触发。
NOTE The requirement is considered to be met if a biased-off switch is used.

3 这个条款的意义是考虑器具稳定性不够,以至倒地触发器具工作吗?
这类器具很多是手持式的，是考虑防止意外操作。
20.101 Appliances shall be constructed so that inadvertent operation is unlikely.

这一点标准，有很多产品确实很难通过。
我有款地拖，工作时出汽口是对着地上的，主机上有个大电源开关，现在都通不过这点测试。
其实很多标准是死的，但是人是活的嘛，所以我觉得可以依据产品实际操作而进行定论。
