On 24 March the EU also released Commission Regulation (EC) No. 245/2009 for implementing ecodesign requirements for fluorescent lamps without integrated ballast, for high-intensity discharge lamps, and for ballasts and luminaires able to operate such lamps, which also became effective on 13 April. This Regulation will replace Directive 2000/55/EC in regard to energy-efficiency requirements for ballasts for fluorescent lighting one year after entry into force. 8 Z ?$ ~9 u- T; {; T

Regulation (EC) No. 245/2009, composed of 9 articles and 7 annexes, offers the following definitions:
% J% y* G/ M2 Y7 i4 b! A, E1 }• Fluorescent lamps without integrated ballast means single- and double-capped fluorescent lamps without integrated ballast;
; X6 o/ T, `9 N- C/ B% `• High-intensity discharge lamps means electric-discharge lamps in which the light-producing arc is stabilized by wall temperature and the arc has a bulb wall loading in excess of 3 watts per square centimeter.

( O; T: J& j, }; a fThe ecodesign requirements will be enforced in a 3-stage approach, respectively from 1, 3, and 8 years after entry into force. Effective from 13 April 2010 (stage 1), lamps of all types must meet 100h initial value of rated minimum efficacy values (lm/W), depending on lamp type and nominal wattage, and colour render index (Ra) ≦80. For ballast efficiency, the power consumption of the fluorescent-lamp ballasts shall not exceed 1.0 W when operated lamps do not emit any light in normal operating conditions. 4 W, p- b/ n2 y! H

2009 年 3 月 24 日,欧盟公布欧盟法规 244/ 2009。欧盟法规 244/2009 共 8 条文 4 个附件,对于非定向家用灯的生态化设计要求,包含了额定寿命、光通维持率、报废前开关周期次数、过早报废率、启动时间、显色指数、能效指标与制造商应提供的产品资讯给予明确规定。

/ a% ^. f. o. m# x; Z, S. T在光效能部分,则分为六个阶段来执行,给予阶段性的缓冲期限,以逐步汰换光效能不佳的照明产品。

欧盟于同一天发布欧盟法规245/2009:不含稳压安定器之萤光灯管、高强度气体放电灯、稳压安定器与灯具的生态化设计要求,同样自 4 月 13 日生效。本执行措施的发布并促使原 2000/55/EC 指令撤销。

5 g. X; h0 C" O' k. a1 s0 G欧盟法规245/2009 共 9 条文 7 个附件,对于不含稳压器之萤光灯管的定义包含单端与双端之萤光灯,而高强度气体放电灯则是指发光电弧由管壁温度建立,并且发光管表面负荷超过每平方厘米 3 瓦的电子放电灯。

本执行措施区分为三个阶段,分别是法案生效後一年、三年与八年。法规生效後一年(即2010 年4 月13 日)起,不同型态的灯,在不同瓦特数下,需符合各类灯之100 小时额定光效能(lm/W)初始值要求、显色指数(color rendering index (Ra))至少需达 80;稳压安定器则是当灯管不发光时,能源消耗不得超过 1W。不适用本执行措施的排外项目如表下所示。
