The Regulation, composed of 8 articles and 4 annexes, sets forth ecodesign requirements in terms of rated lamp lifetime, lumen maintenance, number of switching cycles before failure, premature failure rate, starting time, color rendering (Ra), luminous efficacy, and product-information requirements on such lamps. 8 x) Z8 m2 u- |4 p

On 24 March the EU also released Commission Regulation (EC) No. 245/2009 for implementing ecodesign requirements for fluorescent lamps without integrated ballast, for high-intensity discharge lamps, and for ballasts and luminaires able to operate such lamps, which also became effective on 13 April. This Regulation will replace Directive 2000/55/EC in regard to energy-efficiency requirements for ballasts for fluorescent lighting one year after entry into force. 9 a5 _- q* L; t. b5 y

Regulation (EC) No. 245/2009, composed of 9 articles and 7 annexes, offers the following definitions: 6 `( k% ~( X) ?% p% z8 z
• Fluorescent lamps without integrated ballast means single- and double-capped fluorescent lamps without integrated ballast; " A! q0 g: I3 i5 R: O8 S
• High-intensity discharge lamps means electric-discharge lamps in which the light-producing arc is stabilized by wall temperature and the arc has a bulb wall loading in excess of 3 watts per square centimeter. 6 g3 ^+ H l5 O. K( N( q4 \; \

# M ~3 y% h$ C6 W$ o4 QThe ecodesign requirements will be enforced in a 3-stage approach, respectively from 1, 3, and 8 years after entry into force. Effective from 13 April 2010 (stage 1), lamps of all types must meet 100h initial value of rated minimum efficacy values (lm/W), depending on lamp type and nominal wattage, and colour render index (Ra) ≦80. For ballast efficiency, the power consumption of the fluorescent-lamp ballasts shall not exceed 1.0 W when operated lamps do not emit any light in normal operating conditions.

2009 年 3 月 24 日,欧盟公布欧盟法规 244/ 2009。欧盟法规 244/2009 共 8 条文 4 个附件,对于非定向家用灯的生态化设计要求,包含了额定寿命、光通维持率、报废前开关周期次数、过早报废率、启动时间、显色指数、能效指标与制造商应提供的产品资讯给予明确规定。

+ M! @0 C; @) R: b, i6 v/ C本执行措施区分为三个阶段,分别是法案生效後一年、三年与八年。法规生效後一年(即2010 年4 月13 日)起,不同型态的灯,在不同瓦特数下,需符合各类灯之100 小时额定光效能(lm/W)初始值要求、显色指数(color rendering index (Ra))至少需达 80;稳压安定器则是当灯管不发光时,能源消耗不得超过 1W。不适用本执行措施的排外项目如表下所示。
