2009/48/EC公布好久了，大家有看到关于它里面玩具定义修改后的guideline吗，大家都认为玩具定义修改后范围扩大了，到底扩大到什么范围呢，2009/48/EC的解释里面讲的也很模糊，现引用解释如下：
' \- j0 i( N, d7 H; Z* V: TThis Directive shall apply to products designed or intended, whether or not exclusively,' t5 U' l6 n- ^( {0 ]
for use in play by children under 14 years of age (hereinafter referred to as "toys").; _$ t+ e' [% e2 Y( }
Article 2 (1) defines the scope of the Directive, that is the products to which it applies.
; }: Q! A0 W+ u! C& c9 KThe definition in article 2 (1), first subparagraph, provides the following criteria for
* I( F: ?. s+ @6 i1 s |deciding whether a product falls under the scope of the Directive:

5 l1 b$ ?- g! a9 O* P' y whether or not exclusively7 ?$ G! h" x6 b1 j1 ^( V) f
 for use in play

Directive. However, the intention has only been to codify the practise under that

' v0 _5 }9 V- windicate that the product does not have to be exclusively intended for playing purposes in
