2009/48/EC公布好久了，大家有看到关于它里面玩具定义修改后的guideline吗，大家都认为玩具定义修改后范围扩大了，到底扩大到什么范围呢，2009/48/EC的解释里面讲的也很模糊，现引用解释如下：4 I+ h4 F9 ^# l" W1 `
This Directive shall apply to products designed or intended, whether or not exclusively,- W6 l$ ]2 G$ e) d/ b
for use in play by children under 14 years of age (hereinafter referred to as "toys").
1 D! P# `3 ]$ u% v( p4 qArticle 2 (1) defines the scope of the Directive, that is the products to which it applies.8 d6 g, |# U: u3 J4 H
The definition in article 2 (1), first subparagraph, provides the following criteria for
0 z$ H3 z1 Y* f5 bdeciding whether a product falls under the scope of the Directive:& y% ~' H# s9 v6 R' B, k" x; W
Any product or material designed or intended) k$ v, v1 n1 b' D- |
whether or not exclusively9 X, E/ e2 {0 F/ f/ ~' }( Z
for use in play3 L/ V/ O" M1 H0 H# g5 v" o. v
by children under 14 years of age.1 Z9 r( p, ^% f1 ~
The wording of this provision is slightly different than the definition in the 88/378/EEC
6 e3 s1 Z5 X) Y$ ~1 x" MDirective. However, the intention has only been to codify the practise under that$ u, Q! S& z% e m+ d
Directive, and not to change the material scope of the Directive from what it has been up8 Q7 F9 T" b8 j
till now. The words “whether or not exclusively” have been added to the definition to) G& @5 Q) ]* G3 |6 E9 k( y
indicate that the product does not have to be exclusively intended for playing purposes in
. @+ |' F2 [+ F' e- j/ border for it to be considered as a toy, but it can have other functions as well. For4 p. ~1 f' x) D. O" D' S8 `% t
example, a key-ring with a teddy bear attached to it is considered as a toy, or a sleeping

purses or backpacks,…) can be found in guidance document 11 on classification of toys ?& ?# G0 {9 i5 R

个人认为上面几款算玩具，行李牌比较可爱小孩子可能会玩；眼镜吸管很新奇，小孩子也会去玩。大家认为呢？ |
