If your product is AC operated, then Surge test is necessary in both the EMC standard (EN55014-2) and Safey (EN60335-1). Please note that the test levels and the PASS requriements are not the same in the EMC and Safety standards.

For EMC, the test voltage is
    - Line to Line: 1kV

For Safety, the test voltage is

2 M0 A! h- [( ~7 m! c6 Y- w3 X; F    - Line to Earth: 4kV
The product is switch OFF and the surge arresters is disconnected  before applying surge. The product is considered as PASS if it can keep idle or nothing hazard happens after the surge has been applied.

IEC 60335-1 clause 19.11.4, 对带有待机状态开关 或通过电子断开获得断开位置的开关的器具需要进行19.11.4.1-19.11.4.7的试验，其中19.11.4.4需要对器具电源接线端子进行电压浪涌测试！


& K3 m- e# T% D9 H19.11.4.4 The power supply terminals of the appliance are subjected to voltage surges in accordance with IEC 61000-4-5, five positive impulses and five negative impulses being applied at the selected points. Test level 3 is applicable for the line-to-line coupling mode, a generator having a source impedance of 2 Ω being used. Test level 4 is applicable for the line-to-earth coupling mode, a generator having a source impedance of 12 Ω being used. Earthed heating elements in class I appliances are disconnected during this test.

NOTE If a feedback system depends on inputs related to a disconnected heating element, an artificial network may be needed. For appliances having surge arresters incorporating spark gaps, the test is repeated at a level that is 95 % of the flashover voltage.

you must know, there are to surge tests for the products:
1. One is for safety requirements, to verify the insulation characteristics of the products, and sometimes it also can be called impulse tests;
' }9 l' }" r. W2. The other is for EMC requirements, to monitor the impact of the lightning to the products.

But the basic waveform of the above two tests are similar.....
