这个判定依据什么？很多人会想到IEC60335（EN60335,GB4706）：
9 i8 T4 s5 O$ d+ |" p% KPolyvinyl chloride sheathed cords shall not be used for appliances if the temperature rise of external metal parts exceeds 75 K during the test of clause 11. However, they may be used if
7 Y  K0 N, O2 k7 m2 R– the appliance is constructed so that the supply cord is not likely to touch such metal parts in normal use;
– the supply cord is appropriate for higher temperatures. In this case, type Y attachment or type Z attachment shall be used.

编制软线确实不可随意使用！
IEC60335-1(Editio 4.2)(GB4706.1-2005)要求：

– braided cord (code designation 60245 IEC 51), if allowed in the relevant part 2;
要使用编制软线，需要标准第2部分（特标）允许。请看，有几个特标允许用编制软线！

NOTE 3 These cords are suitable for appliances when they may come into contact with hot surfaces. Due to the composition of the conductors, the cords are suitable for applications where high flexibility is required.
– Polyvinyl chloride sheathed.
These cords shall not be used if they are likely to touch metal parts having a temperature
rise exceeding 75 K during the test of Clause 11. Their properties shall be at least those of
• light polyvinyl chloride sheathed cord (code designation 60227 IEC 52), for appliances
