‘‘Commission’’) to stay enforcement of

(‘‘CPSA’’) as amended by section 102(a): j2 M1 p8 T9 D0 x8 t
of the Consumer Product Safety

6 W3 x3 k3 P! x) ?. a# EPublic Law 110–314. Specifically, the

8 k$ ?& w1 R2 G3 M7 yrequirements of paragraphs 14(a)(1), (2),: L) v6 J4 O$ |% R: @9 w
and (3) that otherwise require testing

compliance by manufacturers, including* [- t# H: q: i. \* K4 b
importers, of products subject to an2 r+ W, M$ Y/ F
applicable consumer product safety rule

This stay covers all such requirements

(1) Those where testing and$ ?' |% g$ z8 h9 I8 i- j+ k4 j4 M! |
certification was required by subsection

the CPSIA; and

become effective, applicable to

required to be supported by third party

• Small parts (effective for products2 D. I) c; t- {8 M" w& B9 v( V
manufactured after February 15, 2009),

metal jewelry (effective for products

(3) Any and all certifications

(4) The certifications required due to
! c" }4 L4 L# Rcertain requirements of the Virginia4 X, b6 D4 v6 m
Graeme Baker Pool & Spa Safety Act! v w! a; o" |( o5 T( P' m
being defined as consumer product9 d, z0 e9 I6 D- N& n
safety ‘‘rules;’’ and
. Q7 h* \) L+ B. n" \8 k m( b(5) The certifications of compliance# C+ Z. t. R' _* U0 Y5 O9 _' C; E
required for ATVs in section 42(a)(2) of, v! Y9 Y2 a; @ l
the CPSA which were added by CPSIA;& a( J8 h \ r" B' s5 @! }8 Q9 k( [
and! L4 @- j: P6 j/ Z; S1 O! J
(6) Any voluntary guarantees
8 m5 h! e- |) K( m2 ~provided for in the Flammable Fabrics
6 _3 d* j: ~; F* B" R3 R3 b+ fAct (‘‘FFA’’) or otherwise (to the extent
! K! D( E# S+ N8 F1 g& ?a guarantor wishes to issue one).2 {7 ]9 s# X* K9 ~/ ?# w/ C4 [
This stay will remain in effect until
. v/ t7 w$ H; w3 AFebruary 10, 2010, at which time the& A0 ?. ^% ~' G6 D% ^ ?
Commission will vote to terminate the
/ W1 Y$ Z% a1 ]% \5 kstay. This stay does not alter or
, a! _9 t4 Z9 s: ?, Y! y6 wpostpone the requirement that all0 V5 N( f2 j8 k0 e, l
products meet applicable consumer' Q& o5 Z( Y0 M* p/ p
product safety rules as defined in the
