Those standards, adopted by the European Standards Body

In the context of an application of the safeguard clause
1 g& q( Z- V1 j/ tprocedure in accordance with Article 9 of the Low Voltage, Q( f: ~5 g* d2 q' |3 a5 D
Directive, a shortcoming in the harmonised standard: F% }0 Y. i5 x
EN 60335-2-9, applied in conjunction with EN 60335-1, was$ H1 }" |5 Z) K5 _
brought to the attention of the Commission.
$ I& ?+ r8 c( P3 I+ EThis refers to the risk of high non-working surface% `+ T0 U9 J( c7 D1 }1 w
temperatures of apparatus covered by EN 60335-2-9. This+ g( o$ d: c8 b' p# j( g* f
standard, in its current version, does not address the risk in2 @) E# Z1 n7 y) i
relation to non-working surface temperatures. The safety* n9 ]2 Y& y2 Y$ W, L
objectives, as laid down in Annex I, Section 1(d) and 2(b) to8 P) e: X" Q R$ `9 K# R% K8 s
Directive 73/23/EEC require electrical equipment to be
1 Q8 }7 |; l; T8 n( a, Ddesigned and manufactured so as to ensure that protection
: N# e$ K+ X+ x, d! @4 B) j1 c; e4 _against hazards in relation to surface temperatures is assured.# T% b4 }* D6 S3 L( y5 K6 t
Due to the absence of adequate specifications in relation to/ [; g E4 E% D7 Y; M* }
non-working surface temperatures, EN 60335-2-9 cannot
( a+ u+ _# n Etherefore necessarily guarantee full compliance with the Low0 z/ p1 k# I& X7 @6 m- H
Voltage Directive. In relation to the hazards in connection with
# A! y! ^# s+ Z8 vnon-working surface temperatures, EN 60335-2-9 (clause 11)
. h* @: G5 G3 J/ Oand EN 60335-1 (clause 11), as listed in the abovementioned
! Z8 [! P' w* l' }! x N& Hpublication in the Official Journal of the European Communities,
S1 X( R5 s5 W, L( Hare therefore not regarded as giving a presumption of
3 u7 S8 i+ p' I% i! l' Gconformity with the stated safety objectives.8 |- _9 v# q5 k# {3 U4 u) t
These conclusions as detailed were supported by the representatives, L# s, ?$ n1 d+ f
of national administrations at the meeting of the Low# Y ~4 X' _8 W+ C/ p. x1 C! X
Voltage Working Party of 17 and 18 June, 1999.! R4 l+ Y! {# ~; ~) J* j5 k8 J
The European Standards body Cenelec has been requested by
9 E! w, c: T9 sthe Commission to ensure that the abovementioned hazard is+ M$ r- y2 H+ S6 k0 H& a
adequately addressed in a revised version of this standard. A
! s1 U+ Z- O( U6 Grevision of EN 60335-2-9 is currently under way.+ q9 R& }1 C; l6 {1 l- R
In the absence of a revised harmonised standard, manufacturers,
, a; Q$ f6 w {8 Z& }4 g# Swhen establishing compliance of relevant electrical
1 }4 t$ _8 U+ x! E' X8 a4 }9 `equipment with the Low Voltage Directive, must therefore$ t; f* b5 A; W1 f0 T) ~! _
address the risk of non-working surface temperatures. This
5 c/ k5 Y# Y' Z" E2 `! imay require a risk analysis and assessment in order to ensure& x: q6 g% W) x- U' P& l3 s
that equipent is designed and manufactured in such a way as to) d9 ^' G# s8 U1 [9 W
reduce as much as is reasonably possible the risk in relation to; ~- V3 X& C$ \4 a% g
non-working appropriate surface temperatures. |
