我在CPSC上看到以下蓝色字.但是没看到正式生效的文件啊,哪位知道啊.

$ Y, ?! z) K- I+ G$ P. r关于含铅油漆和含铅成分量的新限制标准优先于州法律，关于邻苯二甲酸盐和全地形越野车（ATV）的新规定也优先于州法律。把自愿执行的玩具安全标准ASTM F963-07改为强制性消费品安全标准的规定也优先于州法律，不过国会提供了一种机制，使某些关于玩具安全的现行州法律不受上述新标准的限制。我们将决定哪些与ASTM F963-07玩具安全标准一样、涉及同类伤害风险的州法律仍然有效。但是，为了获得对ASTM F963-07下的某项玩具安全标准的豁免，州玩具安全法律必须在2008年8月13日即已生效，州政府也必须在2008年11月12日之前将此等法律提交给CPSC。

certain provisions of subsection 14(a) of
the Consumer Product Safety Act
(‘‘CPSA’’) as amended by section 102(a)

! M& u; a" I) P  lImprovement Act of 2008 (‘‘CPSIA’’),
Public Law 110–314. Specifically, the
Commission is staying certain of the
requirements of paragraphs 14(a)(1), (2),
and (3) that otherwise require testing
and issuance of certificates of
compliance by manufacturers, including
importers, of products subject to an
applicable consumer product safety rule

ban, standard, or regulation under any
other Act enforced by the Commission.

with the exception of:
(1) Those where testing and
certification was required by subsection
14(a) of the CPSA prior to enactment of
the CPSIA; and

children’s product certifications

issued requirements for acceptance of

laboratories to test for:

1 o% t, ~& N' S1 Gmanufactured after December 21, 2008),
4 ~6 f0 S' {1 ^7 ?& z( W7 a! h• Full-size and non-full size cribs and
pacifiers (effective for products
# A3 L+ g( j# S" kmanufactured after January 20, 2009),
; `" j& K% N# R* N# l  p$ X1 k• Small parts (effective for products
' Z1 U# z/ U+ b9 i# u( d* Dmanufactured after February 15, 2009),
and
• Metal components of children’s
metal jewelry (effective for products

(3) Any and all certifications
expressly required by CPSC regulations;

certain requirements of the Virginia
Graeme Baker Pool & Spa Safety Act
being defined as consumer product
safety ‘‘rules;’’ and
(5) The certifications of compliance
required for ATVs in section 42(a)(2) of
the CPSA which were added by CPSIA;

provided for in the Flammable Fabrics
Act (‘‘FFA’’) or otherwise (to the extent

February 10, 2010, at which time the
Commission will vote to terminate the
stay. This stay does not alter or

CPSA or similar rules, bans, standards,
