As you are aware, Toys “R” Us, Inc. maintains an uncompromising commitment to product

some changes in our Quality Assurance Programs for 2009.
+ Q5 M; D2 M6 f9 MSome of these modifications are summarized below for vendors that were not able to attend the8 j0 k4 F* J9 A# K2 v: R# h
seminar.
& S* t) w) P' `" i* LOur Product Standards Are Unchanged
" A, a" N/ G/ X8 B' B) M) G! W# s• Total lead standard for surface coatings continues at 90ppm
: m) f8 B) N# J• Total lead standard for substrates continues at 300ppm (more stringent requirements for" i; D4 |" L; l5 T3 t j! c
selected categories such as PVC shoes/raincoats, jewelry, etc.)
" `" T2 y; F) s- \• We will test in accordance with regulatory guidelines regarding accessibility and exceptions
/ q9 [% h `, S! r' v! I• Packages used for children’s items that are intended – as determined by the lab- to store; _& l! { z1 ^0 G! C' ^
the product and/or be used by the child with the product will be subjected to use and abuse6 f5 B8 J3 s( r: @9 _2 p7 W1 c$ f
and the same analytical testing requirements as apply to the product.

Buyers and Sourcing Departments to determine feasibility and develop alternative! x* z* Y$ c5 E( J' C) c

the full COC test requirement under the 2009 program (“Batch” testing no longer applies).
% H& g# V: R* T+ ]• Items designated as Global which have had a Global Design Review or Product
% b: T/ ?( E5 ]6 z1 f0 dDevelopment Evaluation will be COC tested to global standards. (US, Canada, Europe, and& [+ Q' n1 y; J) w4 s

Canada must be Phthalate Compliant per Toys R Us guidelines. This standard applies to all
: B1 h+ i9 U5 A& rproduct inclusive of brand name, country of origin, importer of record, and/or purchase order
" S! l$ l- ]- W9 A5 Qtype.& f/ f3 a4 D, g1 I, o( ?
• For imported items, the Phthalate compliance must be noted to receive a certificate of
' \5 z. v9 E3 kcompliance. On “domestic purchase orders, Toys R Us Canada will periodically request
8 V! z4 T* z' U) Ydocumentation supporting the Phthalate mandate.
6 z0 F: Z0 g( r) Z• All items within scope of AB 1108, CPSIA, or EU phthalate directive must be “P4” compliant
# j2 ~' c9 B# H7 A1 _(i.e. not contain greater than 0.1% w/w of DEHP, DBP, BBP, or DnHP). Mouthable items. S" W, a2 T; _/ d
must additionally not contain <0.1% DnOP, DIDP, or DINP (“P7” compliant).
+ i+ n& o0 u b3 f* D% E& Z• Phthalates will be tested in surface coatings; also inaccessible components may be tested& w1 K+ e2 `* A/ G' A0 H
under certain circumstances.
