Each appliance shall withstand without electrical breakdown, as a routine production-line test, the application of a 40-70 Hz potential between (1) the primary wiring, including connected components, and accessible dead-metal parts that are likely to become energized, and (2) between primary wiring and accessible low voltage (42.4 V peak or less) metal parts, including terminals.

The test potential shall be:
