On 24 March 2009, the European Commission published Commission Regulation (EC) No. 244/2009 for implementing EuP Directive 2005/32/EC with regard to ecodesign requirements for non-directional household lamps, which took effect from 13 April.

GThe Regulation, composed of 8 articles and 4 annexes, sets forth ecodesign requirements in terms of rated lamp lifetime, lumen maintenance, number of switching cycles before failure, premature failure rate, starting time, color rendering (Ra), luminous efficacy, and product-information requirements on such lamps. 4 }  h2 H3 S8 @  bOn 24 March the EU also released Commission Regulation (EC) No. 245/2009 for implementing ecodesign requirements for fluorescent lamps without integrated ballast, for high-intensity discharge lamps, and for ballasts and luminaires able to operate such lamps, which also became effective on 13 April. This Regulation will replace Directive 2000/55/EC in regard to energy-efficiency requirements for ballasts for fluorescent lighting one year after entry into force.

Regulation (EC) No. 245/2009, composed of 9 articles and 7 annexes, offers the following definitions: % t  w- M! E8 x# G5 Y+ ]1 g
• Fluorescent lamps without integrated ballast means single- and double-capped fluorescent lamps without integrated ballast; 9 e% z# n  O/ G8 W: E3 ?$ N% y) U+ J
• High-intensity discharge lamps means electric-discharge lamps in which the light-producing arc is stabilized by wall temperature and the arc has a bulb wall loading in excess of 3 watts per square centimeter. 1 M( o( y  V* r4 [- W1 l

9 N* Q5 |, V1 m8 O4 f; O  gThe ecodesign requirements will be enforced in a 3-stage approach, respectively from 1, 3, and 8 years after entry into force. Effective from 13 April 2010 (stage 1), lamps of all types must meet 100h initial value of rated minimum efficacy values (lm/W), depending on lamp type and nominal wattage, and colour render index (Ra) ≦80. For ballast efficiency, the power consumption of the fluorescent-lamp ballasts shall not exceed 1.0 W when operated lamps do not emit any light in normal operating conditions. $ V' z$ b) X3 ~9 r9 I0 C

3Lamps intended for use in other applications than general lighting and lamps incorporated into other products not providing a general lighting function
4Lamps having a certain total radiation or peak of radiation as listed in Annex II  
5Single and double capped fluorescent lamps listed in Annex II
6High intensity discharge lamps with Tc >7000 K
7High intensity discharge lamps having a specific effective UV output > 2 mW/klm
8High intensity discharge lamps not having lamp cap E27, E40, PGZ12
9Emergency lighting luminaires and emergency sign luminaires within the meaning of Council Directive 2006/95/EC
10Luminaires covered by the requirements of Directives 94/9/EC, 1999/92/EC, 2006/42/EC, 93/42/EEC, 88/378/EEC and luminaires integrated into equipment covered by these requirements.

2009 3 24 日,欧盟公布欧盟法规 244/ 2009。欧盟法规 244/2009 8 条文 4 个附件,对于非定向家用灯的生态化设计要求,包含了额定寿命、光通维持率、报废前开关周期次数、过早报废率、启动时间、显色指数、能效指标与制造商应提供的产品资讯给予明确规定。

, U* @% D- d# I6 b在光效能部分,则分为六个阶段来执行,给予阶段性的缓冲期限,以逐步汰换光效能不佳的照明产品。

欧盟于同一天发布欧盟法规245/2009:不含稳压安定器之萤光灯管、高强度气体放电灯、稳压安定器与灯具的生态化设计要求,同样自 4 13 日生效。本执行措施的发布并促使原 2000/55/EC 指令撤销。 ' @$ }, ]; c: x3 i' W) M

3 L: ], a, K2 T4 R8 O% W+ J, ]欧盟法规245/2009 9 条文 7 个附件,对于不含稳压器之萤光灯管的定义包含单端与双端之萤光灯,而高强度气体放电灯则是指发光电弧由管壁温度建立,并且发光管表面负荷超过每平方厘米 3 瓦的电子放电灯。 1 A' S' x* X, R& b" t% n

0 v7 d3 U0 D. W% j5 J' s" j! y本执行措施区分为三个阶段,分别是法案生效後一年、三年与八年。法规生效後一年(2010 4 13 日)起,不同型态的灯,在不同瓦特数下,需符合各类灯之100 小时额定光效能(lm/W)初始值要求、显色指数(color rendering index (Ra))至少需达 80;稳压安定器则是当灯管不发光时,能源消耗不得超过 1W。不适用本执行措施的排外项目如表下所示。
