按照指令Directive 2002/96/EC（WEEE）ANNEX IA 界定的产品种类来看，仪表类似乎不在该指令控制范围之类，具体还需通读指令内容为准，特附ANNEX IA 如下供参考。

Bowking, 推测没错。 item 9 包括如下具体设备：
9. Monitoring and control instruments
Smoke detector
Heating regulators
Thermostats
7 Z' U# \$ u* m  P: ^$ V( KMeasuring, weighing or adjusting appliances for household or as laboratory equipment
Other monitoring and control instruments used in industrial installations (e.g. in control panels)

对于laboratory equipment 来说是需要符合该指令要求。 但所提的测试，由于这个指令不同于RoHS之类，不清楚那些实验室可以给该产品做什么类型的测试。请告知！谢。
