The equipment was operated for 1 min at rated voltage or at the upper limit of the rated voltage.  Then the sample was de-energized by removal of the power cord plug from the supply source.  One second after disconnection the voltage between points specified below was measured.  A storage oscilloscope with probes having an impedance of at least 100 MΩ or similar high impedance instrument was used for this measurement.  The test was repeated ten times for each pair of the measurement points.

就IEC6061中来说，110%额定电压并不作为单一故障状态，而10.2.2中也说明了电压可波动10%，所以个人认为，本标准中所有与电压相关的实验都可用110%额定电压进行实验。

一般的国家电网正常波动在7%左右，标准规定10%可以满足正常波动的需要，只要电压的变化会造成试验结果的变化的项目，都必须考虑，例如漏电流、剩余电压、功率等等都应该考虑。

电网的波动按照10%来考虑，按照标准要求除了剩余电压，其他的漏电流、功率、超温等等都应该考虑+-10%，即：最高额定网电源电压的1.1倍或是0.9倍。。。

关于剩余电压标准中只要求是在额定电压下或是额定电压范围上限的电压运行。。。。
