难道小家电就不用考虑过热？
可以对比下两个标准的描述：家电没有提及SELV, 符号8.1.4要求的不算live part,也就不用做， 灯具直接提及SELV也需要，我想主要是从使用环境上考虑。灯具允许直接与可燃物接触。
