The following materials shall not be used in the manufacture of toys:
# a9 N) c( s) B7 W5 Ycelluloid (cellulose nitrate), except when used in varnish, paint or glue, or in balls of the type used for table tennis or similar games, and materials with the same behaviour in fire as celluloid. Specific materials to whichthe test flame is applied in order to check compliance of the toy with requirements in 4.2 to 4.5 are consideredto comply with this requirement if the toy meets its appropriate requirements in 4.2 to 4.5;

这个是标准里面的内容，样品是一支表面有油漆的铅笔，点燃的时候表面的油漆燃烧的很快，木头没有燃烧。

同意呢，标准中说 materials with the same behaviour in fire as celluloid 的，如果用在油漆和胶中是可以的。
