首先我不知道你所摘录的内容是来自哪个标准的, 我只能从字面来说一下我的理解.
1.区别在于SELV不允许超过ELV，而PELV可以允许超过，比如说脉冲，这个可以从does not continuously 这些字眼可以看得出来。那句话的意思应该就是说SELV电路或者它的可触及导电部分不能有地。至于其他部分，我也期待高手来解答。

请问PELV电路接地怎么实现？假如说一个变压器次级输出为24V，输出的“-”极接地吗？
因为个人感觉，从安全上来说，这样接地没有多大意义，只为功能。
