电脑外置电源（ac adapter）的 “Certificate of Conformity” 是什么意思

[size=6]各位大侠，我又有一个电脑外置电源的问题，属于认证方面的，可能符合大家的口味。

问：外置电源申请（如乌克兰，白俄，南非，）认证（safety & EMC）时，需要一个叫“Certificate of Conformity”的文件。。。。
& }, j3 o0 k" a( G, q- w, J1）请问这是什么文件，能发个例子参考一下吗？
; `3 s- w! q. n! \2）目前有三方面的厂商，A) 电源厂商 B) ODM    C) 世界品牌电脑厂商，请问这个COC 是哪两个厂商
之间的文件？还是需要单一厂商搞定？
好像卖到欧洲（除德国）做CE,SAFETY也需要这个COC，EMC需要Test report.

From my understanding, the COC is one kind of documents which can be used for traceability, not some specified documents. for exaple, if the third party wanna know the material of the adapter's enclosure, you must provide the material's documents which can approve the material is ok and can fulfill the third party's requirements, such as UL, normally, for plastic enclosure, the material of the enclosure must be approved by UL(flammability test, impact test and etc)
7 H* c: Z8 D3 t3 \. m$ {$ ~For CE, normally, only LVD directive need this kind of documents, cause it's also for safety, but for EMC directive, you must provide the test reports.
For safety, such as UL, the COC is only for traceability use, and some information shown in the COC documents may be described in your UL reports in the future...

It's difference! The "COC" - "Conformation of Compliance" you said is concern to traceability when UL factory inspection, if PCB comply NWGQ2&8, then COC can be waived.
Normally Sub-assembly spec for Computer (IEC60950) should be include Plastic material(such Botton, air conduct, carrier, bracket, latch plug badge base, etc like mechanical parts), fan, power supply....

Perhaps, NWGQ2 is for I.T.E products, and PWB, at most, is only one component of it, so I don't understand why you said &quotCB comply with NWGQ2", what I heard is PCB may be ZPMV2, so make a conclusion, COC is one kind of documents which can be used to prove that the haracteristics of materials or components,and can comply with the requirements of the third parties or the clients...
