From my understanding, the COC is one kind of documents which can be used for traceability, not some specified documents. for exaple, if the third party wanna know the material of the adapter's enclosure, you must provide the material's documents which can approve the material is ok and can fulfill the third party's requirements, such as UL, normally, for plastic enclosure, the material of the enclosure must be approved by UL(flammability test, impact test and etc)

It's difference! The "COC" - "Conformation of Compliance" you said is concern to traceability when UL factory inspection, if PCB comply NWGQ2&8, then COC can be waived.
