Based on the definition in clause 3.8.2 and taking into account that a stand-by position is not always marked or identified, there is a need to differentiate the "off" and "stand-by" circuits. Differention shall be done at least in tests of clauses 19.11.2 and 22.46, in the appliance in which 19.11.2 is applicable in stand-by mode according to the relevant parts 2.

In stand-by mode, only electronic components that are energized at any of their terminals are susceptible to be short circuited according to the clause 19.11.2 items a) through g) .$ `5 w S/ h2 A D- {1 g- A& k
It was agreed that in terms of clause 19, the meaning of "off" correspond to circuits or components that are not energized at any of their terminals.
