楼主应该先翻主句，再插入。不过这 a complete luminaire 具体怎么翻我就不懂了。
试着翻译如下：厂家设计镇流器将应用于完整光源体，此外，要严格参照IEC60598-2-22：1997的22.16和22.18条之规定。
仅为个人意见，还请高手指教！
