保护水平不一样, 1级最高, 3级最低,
这跟用途有关.

Starting July 2009, the EN 61643-11: 2002 standard for surge protective devices will no longer be valid. It will be replaced by a new version, EN 61643-11:2002 + A11:2007. This amendment is based on the new version of the IEC 61643-1:2005 (2nd. Ed). Several testing parameters have been changed in the new version.

New testing parameters
The new versions of EN 61643-11:2002 + A11:2007 and IEC 61643-1:2005 (2nd. Ed.) The standards for Class I, II and III Surge Protective Devices (SPDs) are now more in line with each other. The most important changes in the new EN 61643-11:2002 + A11:2007 standard are several new testing parameters. The thermal stability test is now carried out in smaller increments. The values for the short circuit test have been changed and the test set-up for the Temporary Over Voltage characteristic test has changed.

How this affects manufacturers
After July 2009, the existing certificate based on EN 61643-11:2002 will no longer be valid and you will need to obtain new EN 61643-11:2002 + A11:2007 certification.
