准确的说，是针对装有带管状外鞘或埋入式电热元件的0I和I类器具。

貌似只对用氧化镁等吸湿材料作为绝缘材料制成的管状外鞘的电热元件才需要。
3 D4 G7 d  b  L3 u- U用PVC或硅橡胶等材料作为绝缘材料的管状外鞘的电热元件不用做19.5。
