（已解决）普通电话机等是否需要做R&TTE?

R&TTE指令称为无线及通讯终端指令，无线产品很容易理解，那么通讯终端是否包含普通电话机、传真机、答录机、交换机、路由器等设备，这些也是通讯终端设备啊。
最好要能有官方的资料规定或者理由，这个问题，我想了很久了，不能确定。

看99/5/EC有定义：

(b) `telecommunications terminal equipment© means a
product enabling communication or a relevant
component thereof which is intended to be connected
directly or indirectly by any means whatsoever to
interfaces of public telecommunications networks
(that is to say, telecommunications networks used
wholly or partly for the provision of publicly available
telecommunications services);

(e) `interface© means
(i) a network termination point, which is a physical
connection point at which a user is provided with
access to public telecommunications network

晕，普通电话机当然要做RTTE指令了。难道电话机后面都没有CE？
R=无线产品
TTE=电信终端产品，一般都是连接到PSTN网的产品。
