一般线材的表皮是不是基本绝缘

Yes, most of the insulation applied on conductors of wires are basic insulation. But some of wires consist of two layers of insulation, this construction can be considered as double insulation if they are located inside of appliance and can not touched by test finger.

判断其材质及厚度，好象是达到以上1 mm，基本绝缘，达到2mm以上是加强绝缘吧，视其具体情况而定

Why not couldnot touched by test finger ?
could you tell me which Clause side ?

Reply to Mr. Xuewenfei: the reason is cl.21.2. The soft insulation of wire must not comply with cl.21.2 if the wire is located outside. Be careful, this clause often is omitted by our client.

一般线材，像电源线中的导体绝缘（除去护套），像一些内部导线（如型号H05S-K,H05SJ-K）都属于基本绝缘

I see .But our supply cord could be touched which consist of two layers of insulation.

and internal wires must be have three layers of insulation ,which can be considered as double insulation
