关于LED灯管召回

现在很多LED灯管都做成双端的，那么在很多召回中存在安装时，灯管的自由端接头可能带电的问题，此类问题如何检测，评判标准是什么？

IEC 62560-2011版本中8.2Insulation resistance
The insulation resistance between live parts of the cap and accessible parts of the lamp
(accessible parts of insulating material are covered with metal foil) shall be not less than
4 MΩ. The requirements of IEC 61347-1, Annex A, shall be complied with.
并无附件C
此条款是否可以像附件所提到的 If one side is inserted into the holder the other side must sufficiently be separated from live parts.
Reinforced requirements are needed because inserted contacts must be considered live while the other end is accessible.
也就是说端头与另一端端头绝缘电阻大于4MΩ，即一端插入认为带电，另一端可能是易触及。
