safety. We recently conducted seminars in Hong Kong, Toronto, and New Jersey to explain

% L' e( X$ E, N6 K1 h* ?Some of these modifications are summarized below for vendors that were not able to attend the

• Total lead standard for substrates continues at 300ppm (more stringent requirements for
- i9 x& C" o" w0 S6 O/ p- D8 qselected categories such as PVC shoes/raincoats, jewelry, etc.)
+ w6 J9 u3 c9 s5 o/ Y% A$ r s• We will test in accordance with regulatory guidelines regarding accessibility and exceptions' v- u6 a% \6 n+ X8 a% p5 D: h
• Packages used for children’s items that are intended – as determined by the lab- to store4 _ S7 {( A/ V" ?* C
the product and/or be used by the child with the product will be subjected to use and abuse! R) j) j/ M* A& M& R# \: I' Q, S6 X
and the same analytical testing requirements as apply to the product.( O. M2 h. ?9 z) `0 C+ w
• R Us direction is that we will continue to reduce the PVC in our packaging. PVC Packaging
6 [% ~+ ~& w8 _$ s* ishould not be used if there is a viable feasible alternative. Vendors should work with the
9 [7 E: g1 f2 t% `: ] t+ a9 @, @Buyers and Sourcing Departments to determine feasibility and develop alternative7 L# j4 d. P5 o3 [

• If last full COC testing was conducted prior to November 1, 2008, samples will be tested to$ {0 K' h/ R3 q
the full COC test requirement under the 2009 program (“Batch” testing no longer applies).
$ S) k9 U+ B& ?& L- F: p7 I2 O7 Z• Items designated as Global which have had a Global Design Review or Product
6 r9 S* s9 u' P q3 \Development Evaluation will be COC tested to global standards. (US, Canada, Europe, and
2 W/ b# P( D9 L5 aAustralia)0 l" s. o( e. y Y) o. q$ ^
• Regional items such as EPB will be tested initially in the EU to EN standards, and an LOE0 i: @+ m$ K* N( K+ A8 \
will be issued upon successful completion of this testing and the technical file; items will also
7 F$ Y8 H* e* K" x ^be tested once in HK under COC program for second six-month period.3 |- A' {, Y% D, I/ K4 P
• Date coding is required for all products – product, packaging, and master carton.

• Effective August 1st, 2009 all new shipments of products to Toys R Us or Babies R Us! Y/ v) A5 h& f2 {' V4 T' v. D
Canada must be Phthalate Compliant per Toys R Us guidelines. This standard applies to all
3 H: F3 k; T% B( j7 g/ Lproduct inclusive of brand name, country of origin, importer of record, and/or purchase order
3 ~4 L' R5 F) w0 B% F f" s2 W! |3 Ztype.
! h0 N. R3 J* @: V* b• For imported items, the Phthalate compliance must be noted to receive a certificate of8 a: z# o% h. K' ?
compliance. On “domestic purchase orders, Toys R Us Canada will periodically request
# y! C% F1 o1 Edocumentation supporting the Phthalate mandate.# i- f: ?# s8 m0 t2 y9 w
• All items within scope of AB 1108, CPSIA, or EU phthalate directive must be “P4” compliant
/ M) O9 _* \2 Q(i.e. not contain greater than 0.1% w/w of DEHP, DBP, BBP, or DnHP). Mouthable items2 u" t9 T9 @ `/ C: U( ]
must additionally not contain <0.1% DnOP, DIDP, or DINP (“P7” compliant).
% k7 ?. l# u) y X• Phthalates will be tested in surface coatings; also inaccessible components may be tested( N, z ^, z7 P G
under certain circumstances.
