As you are aware, Toys “R” Us, Inc. maintains an uncompromising commitment to product
% x& d5 S) v* }3 Z# ~ ]safety. We recently conducted seminars in Hong Kong, Toronto, and New Jersey to explain4 }$ i( ?% A! ` T
some changes in our Quality Assurance Programs for 2009.1 O- U1 k ^6 _: L" ]" [+ E, i) ]
Some of these modifications are summarized below for vendors that were not able to attend the

, H8 b3 c( X& Q+ [$ `Our Product Standards Are Unchanged
: F9 q# Z! ^5 h! H• Total lead standard for surface coatings continues at 90ppm
0 o" K7 m3 Q* Y! q' U* J• Total lead standard for substrates continues at 300ppm (more stringent requirements for4 X6 e# ^; B2 K6 C
selected categories such as PVC shoes/raincoats, jewelry, etc.)
; ]' t0 d8 y% ?7 L• We will test in accordance with regulatory guidelines regarding accessibility and exceptions/ [2 q* q* d$ K* Y5 }+ \
• Packages used for children’s items that are intended – as determined by the lab- to store
5 t+ Q% j+ w* `% q* }7 wthe product and/or be used by the child with the product will be subjected to use and abuse
! t6 p9 r0 @2 ?2 ~6 Tand the same analytical testing requirements as apply to the product.3 f+ n4 r/ M/ R" t8 h- h
• R Us direction is that we will continue to reduce the PVC in our packaging. PVC Packaging
5 f5 v2 F, P; a2 P/ P9 r6 T/ c5 }5 o; Rshould not be used if there is a viable feasible alternative. Vendors should work with the3 Q3 O: c2 }0 `# e4 H" ~, y. q
Buyers and Sourcing Departments to determine feasibility and develop alternative

• If last full COC testing was conducted prior to November 1, 2008, samples will be tested to) v% K( e b1 R/ c# D
the full COC test requirement under the 2009 program (“Batch” testing no longer applies).

( W8 D, Q: a7 F: Q& CDevelopment Evaluation will be COC tested to global standards. (US, Canada, Europe, and

Canada must be Phthalate Compliant per Toys R Us guidelines. This standard applies to all
+ Z, K1 z& x8 H& \* Cproduct inclusive of brand name, country of origin, importer of record, and/or purchase order

• For imported items, the Phthalate compliance must be noted to receive a certificate of
0 c/ v" Q: y6 j! o. Lcompliance. On “domestic purchase orders, Toys R Us Canada will periodically request
5 ~ I2 J+ o! v8 ^; g+ Fdocumentation supporting the Phthalate mandate.
5 ~# l& X% d- |+ b/ F. B3 B• All items within scope of AB 1108, CPSIA, or EU phthalate directive must be “P4” compliant
( l' q# ~: ~6 B- w(i.e. not contain greater than 0.1% w/w of DEHP, DBP, BBP, or DnHP). Mouthable items) ?. }6 C3 i; S2 F; s
must additionally not contain <0.1% DnOP, DIDP, or DINP (“P7” compliant).9 j8 B. x& w: s
• Phthalates will be tested in surface coatings; also inaccessible components may be tested
