Your method for doing the test is correct. If the actuating member remained at rest in the OFF position, it should be classified as "Fail". The purpose of this test is to make sure that no wrong indication ("On" state become "Off" but the socket is still in "On" state) will be given to end user.

At first, you should measure the force F for operating the actuting member (switch). Then, you should calculate the exact force (3F). If the force (3F) is less than 50N, then you should use a force of 50N for the test. If the force (3F) is greater than 100N, then you should use a force of 100N for the test.
