对于功放测试，用的是65标准，如果电气间隙或爬电距离达不到标准要求值，但是通过了绝缘电阻和耐压测试，则算通过吗？

功能绝缘的话,只要满足抗电强度即可

No, firstly, the spacing should be guaranteed, then do the tests to verify....

13.1里面说到：Except for insulation between parts of different polarity DIRECTLY CONNECTED TO THE MAINS,
CLEARANCES and CREEPAGE DISTANCES smaller than those specified are allowed but are subject
to the requirements of 4.3.1, 4.3.2 and 11.2.
好像说是电气间隙或爬电距离可以达不到标准要求值。怎么理解啊？

是说满足4.3.1和4.3.2、11.2的要求的电气间隙和爬电距离达不到要求，只要电源端的电极之间耐压测试过了就可以！

应该这样理解吧：除了与电网电源直接连接的不同极性零部件之间的绝缘外，电气间隙和爬电距离允许小于规定值，但要满足4.3.1和4.3.2和11.2的要求。
