标题: RAPEX公告分析
RAPEX公告的问题产品中，相当大一部分是由中国制造的（注意“中国制造”与“中国设计、制造”的区别），由于结果往往是要求禁止销售、召回，对相关企业的冲击是非常大的，企业由此遭受的直接经济损失和间接的商誉损失都不小。

RAPEX公告中指出的问题，部分是存在可商榷之处的，对它们进行较为深入的思考和探讨，不但有助于对产品安全技术的提高，也可以作为某种问题动态的预警。需要注意的是，对于产品缺陷的完整分析，应当是基于正式的报告。然而，由于公告中提供的信息非常有限，因此，分析的结果只能是用于思考、探讨，不应直接作为反驳相关公告的依据。

公告产品是一种DISCO舞厅用的特效灯，公告的缺陷有三点：

1. 更换灯泡时可以触及灯座的带电部件。

2. 灯座的带电部件可以触及（没有注明在何种情形下）。

5 ~* D" _" N$ Z. a+ m+ AI.                    因为缺乏灯座的图片，无法具体评价1、2点。但是，由于历史的原因，使用E27、E14灯座的灯具在更换灯泡时，对可触及灯座中带电金属部件都属于电击防护考核中的例外情形（见EN 60598 第8章），虽然近年来不断尝试改善螺口灯座的结构以消除这种隐患；此外，从图片中看，似乎灯泡是被完全包裹，只有使用工具拆卸外壳，才有可能更换灯泡，这种行为是否包括在设计范围内，需要研究其说明书后才能进一步作出结论。因此，第1、2点是存在可商榷之处的。

: j! E  t0 p- k, FII.                 对于第3点，如果是图片所示的情形，同样存在可商榷之处。虽然没有注明该灯具的安装方式，但是通过铭牌上的F标志，可以推断属于固定安装的灯具，那么，从图片上看，此处电线的长度和位置并不属于可触及的范围；即使质疑其是否满足双重绝缘，以往也有CTL决议对此类问题作出结论。因此，第3点同样存在可商榷之处。

strain relief 就是电线防拉装置，有些人把它叫成电线护套，有些人把它简称为SR，意思都是一样的．

我的观点如下：

1. cord 一般建议称泛为电线更为通用，因为不清楚是否电源线或内部线。

6 V! C5 [" g9 O% C2 U2. 提双重绝缘，主要是考虑图片中走线似乎是在灯具安装的底部，这是需要考究的，但是图片上无法提供任何有效信息。分析时，可能没有适当分段而造成误读。

# ]# q7 m& l, v- _* x7 z  _: _补充一点缺陷：该小夜灯的形状和外观很容易被孩子将其视为玩具，孩子在玩耍时有触电和被烫伤的危险，那么该小夜灯不符合欧盟低电压指令和欧洲标准EN60598。另外从外观来看似乎材料易损坏，如果破坏后碎片锋利，有令人受伤的危险。
% F  i# \' t9 S& V" `/ Y6 h& j5 l$ `另一方面，如果当小夜灯插在电源上更换灯泡时，人体易接触到带电体，不知道该灯是否有更换灯泡的标记，以前也有很多这种原因造成产品海外召回。

分析：

因此，在设计卡通、动物等造型的电器产品时，一定要很慎重，除非能够获得公告机构出具的符合性报告作为“护身符”。

如Caballo3157所指，其公告的缺陷1的主要依据似乎来自：
IEC 60335-1:
22.44 Appliances shall not have an enclosure that is shaped or decorated like a toy.
NOTE Examples of such enclosures are those representing animals, characters, persons or scale models.

然而，这条经典的条款在实践中的处理并非没有例外。例如，在德国，EK1在200X年年会的会议记录中(似乎是2003年左右，请有会议记录的网有提供更详尽的信息。致谢！)，就同意一款动物造型的鞋抛光机；在国内，则近有容声的“儿童冰箱”（请熟悉3C认证的网友详述其获证情形。致谢！）。更多的，国内外还不乏动物、卡通造型的床头钟、便携式暖手器等。
+ _% T6 A5 i( w
其实，本产品即使不采用动物造型，它能发出牛叫声，就足以让产品安全相关的技术人员讨论上一段时间；何况还是一款本身就有功能性危险的产品。

该条款在335-1 1991出第三版时还没有，是1999年在该版2号修改件中增加的内容。国内则更晚，在GB4706.1-2005(2006-08-01实施）才出现此要求。所以许多生产企业对此没有意识或者就根本不知道。特别是在此之前会有一些类似产品都不会因此被视做不合格，这更容易引起忽视。

    还请国内相关企业注意此点。存在的不一定都是合理（这里应该说“合格”）的。
