If there is no leakage current requirements in the product standard, then UL will not care this, but 10mA could be preferred...

So for UL approval, if the products can not pass the dielectric test with 10mA leakage current or less, then you can increase the leakage current to a proper one, but that's not a good solution.

And at the same time, if the products will apply for other approvals, such as CE, CCC and etc, then you need to consider this current issue not only for UL...
