标准上提到待机功率小于0.1W，但以下三种情况除外：
1）luminaire with integral motion sensors, photosensors or individually addressable luminaires with external control and intelligence shall consume no more thatn 1 watt in the off state.
2)power supplies connected to multiple luminaires may drew up to 1.5 watts in the off state
3)external power supplies(EPS) employed to power luminaires shal meet the levle V performance requirement under the international efficiency marking protocol and include the level V on the EPS

第3段说的是使用外置电源的灯具，电源本身须符合V级能耗要求,并且电源本身需加V标志.
