插头和插座标准IEC 60884-1关于空气间隙和爬电距离

请教一下大侠，IEC 60884-1里关于空气间隙和爬电距离的内容里有一部分不明白如下：
Distance through insulation sealing compound:
11.between live parts covered with at least 2mm of sealing compound and the surface on which the main part of a socket outlet for surface mounting is mounted-4mm(这里是指插座面板厚度需大于4mm吗？，那怎么不规定插头的外壳厚度？）
12.between live parts covered with at least 2mm of sealing compound and the bottom of any conductor recess,if any,in the main part of a socket-outlet for surface mounting-2.5mm（这里是指插座底板厚度需大于2.5mm 吗？）

这个说的是通过密封胶的距离：
11. 覆盖了至少2mm密封胶的带电部件与明装式插座的底座的安装表面之间—4mm（对额定电压不大于250V的电器附件，此值要降至3mm）。
12.覆盖了至少2mm密封胶的带电部件与明装式插座的底座里的任何导线凹槽（如有）底部之间。
