我见到的都是一捆用一张标签，然后供应商经常过来回收，虽然不允许但很多都这么做、

There should be PCS No. information on the lazer mark, so make sure the No. indicated on the laser mark is bigger than the ones in the package...

It'snot allowed, and if you allow your supplier to do this, so how to explain to the UL factory auditor during the factory audit in your factory?

Anyway, it's another story if you have good relationship with the UL factory auditor.
